EDIT: Some people have mentioned certain XY/ORAS swarms that might disprove the "Alliance Selection" (particulary things like the Zangoose/Seviper swarms where they attack each other and etc). And that's why I said some people still dispute the validity of the theory. But the pro-Alliance people can also argue that swarms don't count as alliances. In the end, I wanted to show that even in the scientific fields, people argue and not everything is set in stone as the truth.
I know that this was made many, many years before Scarlet and Violet, but now that it has come out, my personal headcanon is that every region has their own Top Champion like Paldea does. The Top Champion helps to protect the region, as well as any other duties they have in other positions (such as being in charge of a school or being a leading member of archaeology). When trainers come to challenge the League and manage to beat the Top Champion, they become Champion Rank. However, if a Top Champion dies or chooses to retire, another Champion Rank Trainer can become the new Top Champion. They are allowed to decline, though if there is only one Champion Rank trainer and the previous Top Champion dies, then they may have to act as an acting Top Champion until someone else comes along.
